Missouri dispatchers may fall under the authority of one or more organizations — Missouri recognizes multiple types of dispatch and has set minimum standards for each.
Missouri agencies often set standards higher than mandated by law and require multiple trainings. Trainings are brief and are typically completed post-hire. A prospective dispatcher will need a more general set of attributes before hire.
Dispatchers may work in various settings including Public Safety Answer Points (PSAPs) and health centers.

Training Requirements

The Missouri Department of Public Health and the Missouri Department of Health and Senior Services are the state’s standard setters.
The Department of Health and Senior Services mandates that Emergency Medical Dispatchers be certified. Emergency medical dispatch programs must, at minimum, meet requirements set by the United States Department of Transportation, or DOT. The DOT curriculum is available online (https://www.ems.gov/projects/ems-education-standards.html).

The Missouri Department of Public Safety recognizes four types of PSAP telecommunicator role (https://revisor.mo.gov/main/OneSection.aspx?section=650.340):

Fire telecommunicator
Police telecommunicator
Emergency medical services telecommunicator
Joint communication center telecommunicator (works in a setting that handles multiple types of emergency communications)

The minimum DPS-mandated training is 16 hours for fire, police, or emergency medical services telecommunicators (https://revisor.mo.gov/main/OneSection.aspx?section=650.340). It is 40 hours for joint communication center telecommunicators. Professional association APCO International notes that a fire, police, or medical services telecommunicator is considered qualified based on completion of a 40-hour program. Training must be completed through an approved provider.

APCO is a very well-known provider that frequently offers courses in cooperation with local agencies.
The Advisory Committee for 911 Service Oversight may waive the usual training requirements for an out-of-state telecommunicator who had training in another state, provided the training was at least at the level Missouri requires (http://s1.sos.mo.gov/cmsimages/adrules/csr/current/11csr/11c30-13.pdfEditSign).
Training is ongoing. Missouri telecommunicators are expected to have, at minimum, 24 hours of training every three years.

Agency Trainings

Additional certifications may be necessary for some duties. Among the many certifications that agencies frequently reference is the Missouri Uniform Law Enforcement System (MULES).
Public safety agencies may have their own in-house programs that include far more than what is mandated. The St. Charles County Department of Dispatch and Alarm, for example, provides seven weeks of classroom training (https://www.sccmo.org/). The training incorporates both the APCO International general 40-hour telecommunicator training and the APCO International 32-hour fire telecommunicator programs. St. Charles telecommunicators receive 40 hours of continuing education a year.

Regional Justice Information System (REJIS) Commission

The exchange, interchange and processing of itemized criminal justice information, statistics and records pertaining to crime, criminal data and the courts, and for the acquisition, collection, classification, preservation and exchange of said itemized information in conjunction with information systems of the Federal Bureau of Investigation, the Missouri State Highway Patrol, the Missouri Supreme Court and other authorized criminal justice agencies

REJIS certification can be obtained from the St. Louis Police Academy located in the city of St. Louis, Missouri. REJIS is a data-driven organization that provides employment for approximately 150 individuals and their aim is to support those law-enforcement individuals who need data solutions to keep individuals safe and secure. Specifically, REJIS is an information system that can be virtually accessed to provide information to individuals in law enforcement and courts at the various levels of the government, including federal, state, county, and local. REJIS is operated in and around the city of St. Louis, Missouri, in three additional counties in Missouri, and four counties located in the state of Illinois. REJIS certification offered by the St. Louis Police Academy takes approximately one week to complete and is often a requirement for jobs, such as Police Dispatcher, related to obtaining access to the information contained within REJIS.

Missouri Uniform Law Enforcement System (MULES)

As of July 31, 2019, Missouri Uniform Law Enforcement System (MULES) is the primary provider of criminal justice information. Due to MULES requirements, KCPD can no longer provide criminal history services. MULES is the custodian of records of criminal history data for the state and provides an on-line public service to obtain certified criminal history records. Missouri Statewide Interoperability Network (MOSWIN) P25 Trunked System

Rotation of the control channel occurs around midnight each day. The primary site is at Police Headquarters (downtown) and the alternate (or backup) site is at the South Patrol station. On a weekly basis the radio system is switched to the alternate site to verify operation should it be needed in an emergency. Currently this switch occurs each Wednesday and the alternate site remains in operation for a total of 24 hours. While the system is operating from the alternate site you may notice a difference in the strength of the signal.
SLATER P25 system serves the surrounding counties, but some talkgroups from either may roam between both systems as needed.

In March 2004, the St. Louis County Police· Chief, the St Louis Metropolitan Police Chief and the St. Charles County Sheriff decided to join efforts in airborne law enforcement and create the Metro Air Support Unit. This progressive, cost effective approach combines resources to ensure that the Greater St. Louis Area has one of the largest and finest air support units in the country. This unit is fully dedicated to providing quality air support to both citizens and law enforcement. This joint effort is under the command of a St. Louis County Police Captain. Both a St. Louis Metropolitan Police Sergeant and St. Louis County Police Sergeant provide the supervision for the unit. Flight crews consist of officers from all three agencies. Two full time St. Louis County mechanics maintain all aircraft belonging to Metro Air Support. The Metro Air Support Unit performs with professionalism, ensuring the safety of police officers and citizens, as well as preventing and deterring

criminal activities.

Our increased mission responsibilities have put the benefit of aerial law enforcement to the forefront. In addition, we continue to provide our services to agencies outside our own at no expense to the requesting agency. Metro Air Support now has the additional task of patrolling areas deemed by the Department of Homeland Security as "targets of opportunity" for terrorist attack. Bridges, critical infrastructure, historical landmarks, power plants, economically critical businesses, defense contractors and stadiums have been added to the daily patrol activities of our crews.

Police Car Numbering System The composition of a unit call. Calls beginning with 1 - 3 are district calls and represent shift. Second number 1 - 9 represents the district number. Third and fourth number represents individual car unit-IDs.

The dispatcher/officer will provide the following information to identify the unit on the radio: work shift, district area and car number. For example, when you hear a four-digit unit-ID, such as: 1-2-3-4

1 is the shift; in this case it would be the afternoon watch (7 AM - 3 PM), 2 is the evening watch (3 PM - 11 PM) and 3 is the midnight watch (11 PM - 7 AM). Dispatchers will typically drop the shift number and use only the district and car number to identify a particular unit.
2 is the district area; in this case it is the 2nd district, 3 would be the 3rd, 4 the 4th, etc.
34 is the car number. Certain car numbers in the range of 00 to 19 are assigned to the supervisors and chiefs (a.k.a. "white shirts"). Of these supervisory car numbers the ones you are most likely to hear are: 01 (District Lieutenant), 11 (District Sergeant) and 12 (District Supervisor).

The Desk Clerk is an officer that works in the lobby of each Super-Police Station (North, Central & South) Patrol Divisions. Basically, he's the 1st officer you see when you walk in the front doors.

Police Radio Codes

All calls dispatched are given a priority code. The lowest priority, Code 4 (or Stack Calls), are usually done over the I/Mobile (pronounced "eye-mobile") laptop system, this method is know as a "Silent Dispatch" - the primary reason for doing this is to lessen radio traffic congestion on the dispatch channels, but it can also be used as a stealth tool to maintain privacy, when needed.

Code 1 - Highest Priority (example: life and death situations)
Code 2 - High priority (example: shots fired, purse snatching)
Code 3 - Low priority (example: disturbance, loud music, suspicious auto)
Code 4 - Lowest priority (a.k.a. stack assignment - example: parking violations)

The city doesn't use brevity codes (or "10" codes) for dispatch, although you will still occasionally hear "27" (occupied car check), "42" (2-man car) and "70" (out of service at the station). The current trend in law enforcement has been to eliminate brevity code usage in favor of clear text (spoken word) radio communication transmissions.

$3.9 million has been allocated toward the replacement and ongoing maintenance of the outdoor warning system. The agency has begun accepting Request for Qualifications from potential contractors. Finding a contractor, doing a site survey, signing off on the final design and replacing the infrastructure will continue into 2025.

SLMPD Downtown District Bike Unit WEB

Missouri Central School Bus (MCSB)

3/24 - Missouri Central School Bus said it's ending its contract with the Saint Louis Public Schools on June 30, resulting in the closure of two St. Louis-area locations and lay off of hundreds of workers. MCSB will be closing its locations at 3645 Gratiot St. and 8000 Hall St. in St. Louis. Layoffs will begin on or about May 24 and continue through the completion of its service ending on or about July 15, affecting about 332 full-time and part-time employees. SLPS said Monday that MCSB "has committed to providing bus service through the Camp SLPS summer school period which ends on July 12, 2024."

Missouri Central School Bus is part of Joliet, Illinois-based North America Central School Bus, which serves over 120 school districts from 46 facilities across multiple states, according to its website.

Joint Public Safety Center (JPSC) / Emergency Operations Center (EOC) Located on the first floor within the Mid Campus Center (MCC). MCC is the newest addition to the medical campus, located at 4590 Children’s Place. The MCC is conveniently located adjacent to the Central West End Metrolink stop. Visitors to the campus may also park in the Metro Garage and utilize the link on the 3rd floor to access the MCC

Joint partnership between Washington University School of Medicine Protective Services, Emergency Management and Barnes-Jewish Hospital Public Safety. While previously operating independently and utilizing incompatible technology, these entities are now working together to make the medical campus a safer place. The goal of the new facility is to provide a quick and seamless response to a wide range of emergencies that affect the physical infrastructure of the campus or critical operations of the institution. To ensure seamless continuity of operations, the space is equipped with generators that will provide uninterrupted service in the event of a power outage. Collocating and integrating the public safety organizations within the new JPSC will serve as the perfect base to strengthen each organization’s capabilities.

DISPATCH - Before the opening of the Joint Public Safety Center, Washington University School of Medicine and Barnes-Jewish Hospital maintained separate dispatch centers. In order to reduce duplication of efforts and expedite response times during an emergency, dispatch services have been combined. For both emergencies and routine service calls, all members of the medical center community can now call a single number. From there, operations personnel will determine the appropriate response.

Emergency Operations Center (EOC) Separate from the JPSC, the shared EOC will allow public safety employees from Washington University School of Medicine and Barnes-Jewish Hospital to work side-by-side during emergency situations that impact shared spaces across the Medical Campus. The fusion of emergency management and the EOC space will enhance operational coordination and efficiently utilize resources needed during an incident. The communications and technology systems have the ability to be shared, and fosters a common operating picture for events that either physically or operationally impact multiple campus entities. This designed coordination will more easily facilitate planning, preparedness and response prior to, during and after an emergency or incident.
